Howard County, MD (population 250,000 ) Howard County is located in the central part of Maryland, between Baltimore and Washington, D.C. It is considered part of the Baltimore-Washington Metropolitan Area, and is known for its affluence, quality of life, and excellent schools. In 2006 it was ranked the third wealthiest county by median household income in the United States by the U.S. Census Bureau. The main population center of Columbia/Ellicott City was named 4th amongst Money magazine’s “America’s Best Places to Live.” The Department of Planning and Zoning (DPZ), which purchased ProjectDox in 2008, handles all land development and construction regulatory oversight within county boundaries; there are no incorporated cities and towns. In 2008, the County engaged in a development project focusing on restructuring document management across all departments to drastically reduce paper and manual processes. DPZ, with its extensive and complex Site Development Plan, restructured its entire process using ProjectDox and went live in early August, 2009.
