Partnership objectives focus on reducing procurement barriers, increasing market visibility, and advancing digital plan review innovation
Brea, CA and Phoenix, AZ – The International Code Council Conformity Assessment Group (ICC-CAG) and Avolve Software announced a strategic collaboration framework aimed at expanding access to digital plan review services for jurisdictions while increasing collaboration, visibility, and innovation across both organizations’ customer ecosystems.
Under this collaboration, ICC-CAG will support Avolve’s DigEplan™ solution as the foundational digital engine behind ICC’s contracted plan review services, enabling jurisdictions to access a proven, streamlined technology platform for efficient, consistent, and code‑aligned plan review.
An additional key objective of the collaboration is to lower barriers to adopting ICC’s plan review services by simplifying procurement and contracting processes. This includes offering ICC services under Avolve’s existing contracting framework where appropriate, as well as leveraging Avolve’s cooperative purchasing relationships to streamline jurisdictional procurement.
“At ICC, collaboration drives how we support communities and clients”, says Steven Saffell, Vice President of Construction Services, ICC NTA. “By working with Avolve, we’re combining trusted code expertise with proven digital tools to deliver plan review and permitting that is better, safer, and faster. From ongoing guidance to surge support on complex projects like data centers, ICC experts are available to help Authority Having Jurisdiction (AHJs) modernize services, simplify procurement, and advance technology‑enabled code compliance.”
“When ICC selected DigEplan to support its own plan review services, it reinforced the growing demand for a purpose-built regulatory compliant approach to plan review in local government,” said Derek Porter, SVP of Business Development at Avolve. “By combining ICC’s trusted code expertise with Avolve’s digita review platform, we’re not only helping jurisdictions modernize operations, but also making it easier for agencies to access ICC’s third-party plan review services through a more streamlined experience. We’re helping agencies respond more effectively to increasing review volumes, staffing pressures, and the growing demand for faster turnaround times.”
Together, ICC and Avolve aim to advance the modernization of plan review and permitting services by improving access to proven digital tools, simplifying procurement for jurisdictions, and amplifying thought leadership around technology‑enabled code compliance.
